On March 26, 2025, Wang Xiaoyou, the chairman and founding president of Samarkand International College, and Abel (Hua Sijun), the assistant to the chairman, met with Zhang Rongjun, a member of the Party Committee and vice president of Xi 'an Shiyou University, Dong Hao, the director of the Office of International Cooperation and Exchange and the dean of the School of International Education, and Huang Hai, the dean of the School of Petroleum Engineering, in the presence of the governor of Samarkand State.
